Project's description 

The East European High Speed (EE HSL) Line is a French high-speed rail line that connects Vaires-sur-Marne (near Paris) and Vendenheim (near Strasbourg). The line halved the travel time between Paris and Strasbourg and provides fast services between Paris and the principal cities of eastern France as well as Luxembourg, Germany, and Switzerland. The line is 404 km long and is the first French line designed for a 320 km/h commercial operation, powered with a 25 kV / 50 Hz Power Supply Network and equipped with the ERTMS L2 System. The ERTMS L2 system is used along with two French National Signalling Systems (TVM 430 and KVB) to allow for operation of legacy Rolling Stocks. The whole line features more than 300 structures (including the tunnel of Saverne), and three new railway stations (Champagne-Ardenne-TGV, Meuse-TGV and Lorraine-TGV).

The line was built in two phases. Construction on the 300 km (190 mi) from Vaires-sur-Marne to Baudrecourt (near Metz and Nancy) began in 2004; the first phase entered into service in June 2007. Construction on the 104km (66 mi) second phase from Baudrecourt to Vendenheim began in June 2010; the second phase opened to commercial service on 3 July 2016. The infrastructures of Phase 1 were used to reach a new rail world record (574.8 km/h), that is still standing today.

Scope of work 

In this context, CERTIFER was involved as a Notified Body to check for compliance with the following TSIs: Infrastructure, Control-Command and Signalling, Energy and Safety in Railway Tunnels. CERTIFER was also involved as French “OQA” (now replaced by DeBo and AsBo service) to check for overall safety and compliance with French Technical Rules, and for global consistence at system-level.

In addition, CERTIFER has been involved in the substations and Civil Works Contractors’ tenders assessment, in NoBo assessment on behalf of Energy and Civil Works Contractors (Eiffage TP, SETEC Ferroviaire, Dodin Campenon Bernard, etc.), in NoBo assessment of Interoperability Constituents (RBC for Ansaldo, GSM-R for RFF, etc.). These additional services correspond approximately to 1 Million Euros.
