Project's description 

Infrabel has developed an ETCS Masterplan, aiming at deploying ETCS step by step over the entire railway network. The ambition is to have all Belgian lines operated with ETCS by the end of 2025. By then, Infrabel must therefore equips its entire infrastructure with ETCS. The Masterplan indicates which railway line will be equipped with ETCS, and at what level. On the Belgian network, Infrabel has chosen to set up a combination of ETCS level 1 Full Supervision, ETCS level 1 Limited Supervision and ETCS level 2 Full Supervision. In March 2021, 73 km of track are equipped with ETCS Level 1 Limited Supervision.

Scope of work 

In this context, CERTIFER is carrying out a NoBo service to assess the CCS trackside subsystem's compliance with the Control-Command and Signalling Technical Specification for Interoperability (TSI) and an AsBo service to assess the project's compliance with the CSM regulation (Commission implementing Regulation No 402/2013 of 30 April 2013 on the common safety method for risk evaluation and assessment and repealing Regulation (EC) No 352/2009). In addition CERTIFER is carrying out an ISA service to assess the compliance of the CCS subsystem with CENELEC standards. The ISA assessment relates to the following safety cases: GASC ETCS L1 and 1 SASC per project.
