WHAT IS AN ISA MISSION ?

The Independent Safety Assessment mission is generally required by the National Safety Authorities (NSAs) in order to ensure that the necessary safety level has been achieved.

It is within this framework that third-parties are involved with the aim of leading a safety-oriented assessment in accordance with CENELEC standards (EN 50126-1, EN 50126-2, EN 50128 et EN 50129), functional safety standards IEC61508 and IEC61511, Common Safety Methods (CSM) and also (sometimes) national rules and regulations.

The Independent Safety Assessment consists of providing a third-party assessment leading to confidence in sub-systems (rolling-stock, infrastructure, energy and signalling) and also the integration of these subsystems to the global system, the product (balise, sensor…) or the software (braking/traction software…). ISA is required for new products, subsystem, and also systems concerned by significant changes that may affect the safety level.

WHAT IS the role of the ISA ?

Qu'est-ce qu'une évaluation indépendante de la sécurité ?Based on EN50126 safety life-cycle model, the Independent Safety Assessor may intervene throughout the whole V-cycle of the project. Nevertheless, in cases where ISA reports are obtained, cross-acceptance principles are applied to avoid over assessments.

The role of the ISA is to assess that all the risks have been identified, that all the safety requirements have been respected and that all the hazards have been mitigated.
