Notified bodies (NoBo)

The Technical Specifications for Interoperability (TSIs) define the technical and operational standards which must be met by each subsystem or part of subsystem in order to meet the essential requirements and ensure the interoperability of the railway system across the European Union. Directive (EU) 2016/797 defines the subsystems, either structural or functional, forming part of the railway system of the European Union.

TSIs

The Notified Bodies (NoBos) are responsible for assessing the conformity or suitability for use of the interoperability constituents or for appraising the ‘EC’ procedure for verification of the subsystems :
• Energy (ENE)
• Infrastructure (INF)
• Locomotives & passenger rolling stock (LOC&PAS)
• Noise (NOI)
• Wagon (WAG)
• Safety in Railway Tunnels (SRT)
• Persons with Reduced Mobility (PRM)

Assessment Bodies (AsBo)

In accordance with the (EU) 2016/798 Directive, the Regulation No. 402/2013 on the Common Safety Methods for risk evaluation and assessment (CSM-RA) and the Regulation No. 2015/1136/EU set a common framework for safety demonstration and assessment. These regulations impose to the applicant applying common safety methods as soon as a system is subject to significant changes that can be of technical, operational or organisational nature.

CERTIFER OFFERS

• Assessment of the safety and quality processes put in place by the applicant in the framework of the significant change
• Assessment of the design and safety documentation,
• In-house audits when necesssary
• Issuing an AsBo Safety Assessment Report as per Article 15 of Regulation (EU) 402/2013

OUR ROLE


• Independent assessment
• To identify as soon as possible any potential finding that could be blocking for the final safety report
• To form an independent judgment as to whether the system under assessment complies with the Regulation (EU) 402/2013 (amended by Regulation 2015/1136)

Designated Bodies (DeBo)

National rules refer to all binding rules adopted in a Member State which contain railway safety or technical requirements, other than those laid down by Union or international rules, and which are applicable within that Member State to railway undertakings, infrastructure managers or third parties. In the framework of the placing on the market or placing in service of structural subsystems, the DeBo mission is to assess the conformity regarding the requirements of the National Rules.
