ECM CERTIFICATION

WHAT IS AN ecm CERTIFICATION MISSION ? 

The European Regulation 2019/779 requires the certification of entities responsible for maintenance of all vehicles in European Union and also in all OTIF member states.

Although the certification of other rolling stocks’ ECM (passengers, locomotives…) is not mandatory, the maintenance system implemented by the ECM can be assessed with the requirements of the Regulation N°2019/779 and an ECM Attestation of compliance with the regulation can be delivered.

Furthermore, the scope of ECM certification will be extented to all vehicles from June 2022.

 

 

To obtain the ECM certificate, the ECM has to apply for four functions descrived below but, depending on the Entity’s need, it can be adapted so they apply for only one, two or three functions. A maintenance function certificate is issued if the entity applies less than four functions.

 

 

WHAT IS THE ROLE OF THE ECM CERTIFIER ? 

The certification body conducts an initial audit in the 1st year with an on-site inspection (technical and quality audit) and each year thereafter with a monitoring audit during the certificate’s validity (5 years including the initial audit) to ensure continuing compliance with the applicable requirements after award of ECM.

After the validation of the certificate, the certification body shares the certificate with European Railway Agency (ERA) who publish it on their website with all ECM certificates: https://eradis.era.europa.eu/
